Chinese Foreign Minister Wang Yi and U.S. National Security Advisor Jake Sullivan held a new round of strategic communication in Malta. According to Chinese state media, the two met for over 12 hours, with the issue of Taiwan taking up the most time. Wang stated that the correct direction for a peaceful resolution of the Taiwan issue is to firmly oppose de jure "Taiwan independence" and support China's peaceful reunification.

國防部公布，17日單日（24小時）偵獲共機103架次出海活動，創有統計以來新高，已對台海及區域安全造成嚴峻挑戰，呼籲北京當局負起責任，即刻停止此類破壞性的單邊行為。中國外交部發言人毛寧回應外媒提問時稱，這不是外交問題，台灣是中國領土的一部分，不存在所謂「海峽中線」。

The Ministry of National Defense (MND) announced on September 17 a record-breaking 103 instances of People's Liberation Army (PLA) aircraft conducting activities near Taiwan within 24 hours, posing serious challenges to the security of the Taiwan Strait and the region. The MND called on Beijing to take responsibility and immediately cease such destructive unilateral actions. Responding to questions from foreign media, Spokesperson Mao Ning of mainland China's Ministry of Foreign Affairs stated that this is not a diplomatic issue and that Taiwan is part of China's territory, with no such thing as the "median line" of the Taiwan Strait.

進口蛋食安爭議愈演愈烈，保存期限標示錯誤、缺乏冷鏈保鮮品質堪憂。農業部才承認大量過期，將銷毀5402萬顆進口蛋；地方政府又查出被混進國產蛋製成液蛋，流入學校營養午餐、糕點業。
農業部長陳吉仲請辭獲准；行政院長陳建仁赴立院專案報告時兩度致歉。台北、新北、桃園、台中、高雄五個地檢署已依涉犯食安法、偽造文書等罪分案調查。

The controversy over imported eggs and food safety has escalated, with incorrect expiration date labeling and concerns about the lack of cold chain preservation. The Ministry of Agriculture has admitted to a large number of expired eggs, which were destroyed (54 million in total). Local governments have also discovered domestically produced eggs being mixed into liquid egg products and flowing into school lunches and pastry businesses.
Minister of Agriculture Chen Chi-chung's resignation was approved, and Premier Chen Chien-jen apologized twice during his special report to the Legislative Yuan. The district prosecutor offices in Taipei, New Taipei, Taoyuan, Taichung, and Kaohsiung have initiated investigations into offenses related to food safety and forgery of documents.

經濟部舉行電價審議委員會，決議不調漲電價，僅百貨、電影院等高壓用戶補漲15%。由於行政院長陳建仁7月已透露電價不會漲，審議會凍漲決議被質疑選舉考量。台電截至7月底，累積虧損3231億元，預估至年底累虧近4000億元。

The Ministry of Economic Affairs (MOEA) held an electricity price review committee meeting and decided not to raise electricity prices, only implementing a 15 percent increase for high-voltage users such as department stores and cinemas. As Premier Chen had already revealed in July that electricity prices would not be raised, the decision to freeze price increases during the review meeting has been questioned for electoral considerations. As of the end of July, the Taiwan Power Company has accumulated losses of NT$323.1 billion (about US$11.6 billion), with an estimated total loss of nearly NT$400 billion (about US$14.3 billion) by year-end.

經濟部投審會核准8件重大投資案件，包含台積電增資美國亞利桑那州廠45億美元，這是台積電時隔半年二度增資。正在台訪問的亞利桑那州州長Katie Hobbs透露，正與台積電洽談增加先進封裝產能；台積電並未證實。

The Department of Investment Review, MOEA, approved eight major investment cases, including the Taiwan Semiconductor Manufacturing Company's (TSMC) increased investment of US$4.5 billion in its Arizona plant. This is TSMC's second capital increase after half a year. Governor Katie Hobbs of Arizona, who was visiting Taiwan, revealed that she is negotiating with TSMC to increase advanced packaging production capacity; TSMC has not confirmed this.

央行四度下修今年經濟成長率預測值至1.46%。
繼聯準會宣布利率不變後，央行第三季理監事會也決議維持利率不變。不過央行總裁楊金龍釋出鷹派言論，如果物價偏高，利率水準恐怕要高一些，顯示利率維持相對高檔恐將持續更長時間。

The Central Bank revised down its economic growth forecast for the year for the fourth time to 1.46 percent.
After the Federal Reserve announced that interest rates would remain unchanged, the Central Bank's Board of Governors and Supervisors also decided to keep interest rates unchanged in the third quarter. However, Governor Yang Chin-long released hawkish remarks that if prices are high, the interest rate may be higher, hinting that the interest rate may remain relatively high for some time.

國民黨總統參選人結束訪美返台。他表示，美方關心台海局勢，他已表達對內會捍衛主權獨立和自由民主，用和平解決兩岸歧異。他提出「3Ｄ戰略」：Deterrence、Dialogue、De-escalation，用實力確保和平、用交流增進理解。
侯在美座談時表示，他堅決反對一國兩制、堅決反對台獨，「我的九二共識不是一國兩制，而是基於憲法與兩岸人民條例」訪美就是要讓美國友人了解，台灣是印太地區重要成員，願意成為responsible stakeholder，台灣不會成為麻煩製造者，會扮演好「和平促進者」與「風險降低者」的角色。

Kuomintang (KMT) presidential candidate Hou Yu-ih returned to Taiwan upon concluding his visit to the United States. He stated that the United States is concerned about the situation in the Taiwan Strait, and he has expressed his intention to defend sovereignty, independence, freedom, and democracy while resolving cross-strait differences peacefully. He proposed a "3-D strategy" of deterrence, dialogue, and de-escalation, using strength to ensure peace and communication to enhance understanding.
In a seminar in the United States, Hou stated that he firmly opposes "One Country, Two Systems" as well as Taiwan independence. His "1992 Consensus" is not "One Country, Two Systems" but is based upon the Constitution and Act Governing Cross-Strait Relations. He stated that his visit to the United States was to let American friends understand that Taiwan is an important member of the Indo-Pacific region that is willing to become a responsible stakeholder. Under Hou, Taiwan will not be a troublemaker but will play a good role as a "peace promoter" and "risk reducer."

國防部21日晚間罕見公布大陸軍機動態，透露國軍監控共軍遠火、火箭軍、福建大埕灣附近地面部隊動態等。國防部長邱國正在國會受訪受訪時表示，最近敵情異常，國軍初步研判，共軍執行聯合軍演，都在掌握中。

In a rare move, the MND released the movements of PLA aircraft on the evening of September 21, revealing that the Armed Forces actively monitor the movements of the PLA's long-range fire, Rocket Force, and ground troops near Dacheng Bay in Fujian Province. During an interview with the press at the Legislative Yuan, Minister of National Defense Chiu Kuo-cheng stated that the recent enemy situation has been abnormal. The Armed Forces assess that the PLA will be conducting joint military exercises, and the circumstances are under control.
