
2024 Breakthrough Forum: Minority Government? Coalition Government? Cabinet Formation and Challenges Facing the Lai Administration
In the 2024 elections, Democratic Progressive Party (DPP) candidate Lai Ching-te was elected president, but did not secure a majority of votes. Meanwhile, the Legislative Yuan saw the KMT win the most seats, though none of the three major parties gained a majority. Faced with this dual-minority scenario, how should President-elect Lai Ching-te appoint the premier and assemble his cabinet? How can his administration secure legislative support for budgets, bills, and personnel appointments? With cross-strait tensions mounting and domestic political confrontation between the presidency and legislature escalating under a minority government, the Lai administration will face formidable challenges.
The Fair Winds Foundation has invited experts to analyze Taiwan’s political dilemmas from a constitutional perspective and offer earnest advice to party elites. Speakers include Professor Su Tzu-chiao from Soochow University, Professor Shen Yu-chung from Tunghai University, Legislator Ms. Hsu Chiao-hsin, and Professor Liu Shu-bin from Soochow University. The forum will be hosted by former Legislator Cheng Li-wen.

Cheng Li-wen formerly served in the 7th (2005-2008) and 10th Legislative Yuan (2016-2020), as spokesperson of the Executive Yuan (2012-2014), and delegate to the third National Assembly (1996-2000). She previously undertook doctoral studies in international relations at the University of Cambridge.
Cheng is author of Taiwan’s Green Energy Literacy Reader, translator of Global Green New Deal: A Plan for Climate and Economic Transformation.

Shen Yu-chung is professor in the Department of Political Science at Tunghai University. He also serves as president of the Asian Political Economy and Peace Exchange Association, and advisor to the Straits Exchange Foundation (2024). Former positions include exam committee member of the Examination Yuan, advisor to the Legislative Yuan's Future Vision Committee, director of the Taiwan Political Science Association, and director and Supervisor of the Democracy Watch Association. Areas of expertise include comparative politics, constitutional systems, semi-presidentialism, German and European studies. Professor Shen earned his Ph.D. in political science from National Taiwan University in 2009.
